It suggests that America builds datacenters in Mongolia and China should build them in Canada. Plan A of the Project recommends that the industry slows down to buy time, makes all research visible to the public, ensures its implementation across the globe and provides a way to reverse the technology if it starts to get out of hand.

AI 2027 predicted a 10 to 30% chance of an extinction event or irreversible concentration of power. Plan A recommends delaying superintelligence to 2040 along with a temporary pause in new training and a way to verify the pause. See
